A total of 550 rowing athletes (358 men and 192 women) will be permitted at the 2004 Olympic Games. Reserves are not included in this, but the accreditation can be transferred to replacements in the event of rowers becoming ill or injured.
There are two main routes to Olympic qualification:
a) at the Milan 2003 World Championships, national federations (via National Olympic Committees) may qualify crews into events (see below). This mechanism qualifies the NOC to enter a crew in the Games in that event, and the rowers are not individually qualified, so they may change.
b) at the four continental qualification regattas during 2004, NOC's may qualify specific crews for events - in this situation the rowers who participated in those crews MUST participate in Athens, although they may also participate in another event for which their NOC has qualified.

The qualification regattas are open as follows:
Federations may only enter one crew per event at the qualification regattas and only in the events in which their NOC has not already qualified.
Unused quota places may be used by FISA at its discretion to ensure the representation of the host nation by both male and female athletes, based on performance at qualification regattas.
The locations of the regattas will be confirmed by December 2002.
