Note that the Worlds is divided into two groups, Gp A who race on Sunday (heats), Tuesday (reps), Thursday (semi's, C/D/E finals) and Saturday (A/B finals), and Gp B who race on Monday (heats), Wednesday (reps), Friday (semi's, C/D/E finals) and Sunday (A/B finals).
Where there are fewer than 12 boats, the progression is heat->rep->final, with the initial heat winners going straight to the A final. Where there are more than 12 boats, the progression is heat->rep->semi->final, with one or more initial heat winners going straight to the semi-finals.
Group A events: LW1x, LM1x, M2+, W4-, LM8+, W1x, M1x, W2-, M2-, W2x, M2x, M4-.
Group B events: LW2-, LM2-, LW4x, LM4x, M4+, LW2x, LM2x, LM4-, W4x, M4x, W8+, M8+.
Generally speaking they are scheduled in those orders, ie non-Olympic events before Olympic events. Finals (E/D/C/B/A) are rowed in reverse order to optimise TV scheduling.
